HP IIIP err 13

Printer won't take paper from tray or bypass. Possible solenoid problem or board problem?
If I trip the solenoid by hand and close the door and put a piece of paper in the bypass the paper will feed all they way through with out any jamming. In the tray after the failure the paper is pulled off the stack but does does not feed in to the printer.
Can you look at the pickup action with a flashlight and see if the plate is lifting and the rollers are turning. Check the leading edge of the pickup roller, the first part that comes into contact with the paper. See if it is shiny.
If it is, then it needs to be replaced. Let me know what you find out.

It will not feed apice of paper from either the tray or the front bypass. The rollers that pull the paper off the stack in the tray do grab the paper and move it to the feed rollers. It appears that the rollers that move the sheet in to the printer don't move. The same with the the front feed for a single sheet, if hold the sheet into the front feed it never gets taken into the printer.
