HP 4345 Error 13.0A

Interesting one here, prints fine from tray 1. tray 2 and 3 will print 3 or 4 pages fine then jam with a 13.0A error. Doesn't seem to be any multi feeding, feed rollers are all new. image is in the correct place on the page. One of the pages, (leading edge) is usually an inch or so past the transfer roller with the print in the correct spot. removed the tray one input assembly and checked the flag in vertical input path and it is free moving and clean. when the jam occur there is also a sheet in the reverse assembly. Any thoughts?
You may need to replace the reversing assembly. Keep in mind that tray 1 feeds at 1/3 the speed so it possible that the faster speed from trays 2 and 3 are causing the problem. You may also want to look at the fuser for the same reason.
