Designjet 750c plus won't turn on

I have a HP Design jet 750c plus plotter that is having some problems. A while back during a print a burning smell came from the printer then it shut off. when the plotter is turned on the lights blink on the control panel once then go out and there is nothing. I have replaced the power supply and the main board but the printer still will not work.
Any and all suggestions are greatly appreciated
Disconnect all items to the main board except for the menu display and try again. I would think one of the motors or other items with an electrical connection is shorting things out. If the display comes on and stays on, then reattach one item at a time until the unit display goes out on power on. Trace the last item connected and odds are that is the part the blew out in the first place.

Tried that but no luck.
Checked the power supply board with a multimeter has 119v going in nothing coming out. the power supply board was replaced and supposedly new

Return the power supply. I really doubt the board was new since this plotter was discontinued over 15 years ago and most parts available are refurb or pulls.
