Epson Stylus Color 1520 - Colour variation issues

I have an Epson Stylus Color 1520 that seems to generally work fine but with poor colour performance. That is, the colours in printouts is poor and does not come close to matching what is on the monitor. Usually the colours are faint. Other printers I use, like a HP Deskjet F4480 do not have this problem and the same images appear very similar to the display on the monitor. This tells me it is the printer at fault and not the mmonitor of software in use - but what do I know?
Is there anything that can be done to improve the Epsons output.
I have Windows 7 - 64bit and I mainly use photoshop CS2, Autocad 2006 or even Windows photoviewer to print the images. The Epson has new ink cartridges and there appears to be no hardware issues with alignment or clogged jets etc.
I have tried colour management control from the host, the printer or completely disabled, in various combinations with no improvement. I have used various colour handling and printer profiles in Photoshop including the specific "Epson Stylus Color 1520" selection in photoshop.
I have tried various settings of paper quality or print quality. nothing makes any difference or any improvement.
Does anyone have any suggestions as to what I can try next or is it just a failing of the printer I have to live with.
