HP Laserjet 4 MF alignment

Whenever I print to the the manual feed tray on my laserjet 4 plus the prints are about 1/4 inch below the intended location on the sheet. This is especially noticeable on forms or preprinted material (ie checks, envelopes, labels, stamps, etc. I have completely broken down the unit and cleaned with air. The problem does not happen with the main paper tray. Any suggestions?
Watch the MF roller. Does it go around more than once?

Yes, on a regular sheet of letter paper, it goes around a total of twice. 1 1/4 revolutions, pause, 3/4 revolution.

It's only supposed to go around one time. The solenoid controlling the release has a sponge damper to quiet the metal on metal contact. It's deteriorated into sticky goo that is keeping it from releasing and stopping the roller from turning. You'll have to remove the PIU and replace it with some thin felt. If it's too difficult, the 41.3 error kit has the video and the felt included.
