Toner keeps building up on drum

I have an HP LaserJet 4000tn. I have gone through 4 toners for the past two months. Missing print comes out across the page. I opened the flap of the toner cartridge and see that toner is build up on the drum. Is it my luck that I have 4 defective toners or is it something else wrong with the printer? What else can I check that could be the cause?
I wish people would specify if they are using OEM or remanufactured cartridges. I've seen a couple of instances where the transfer roller below the drum contaminates the drum. It looks like toner, but it's material coming off of the transfer roller. If it's always in the same spot, that would be the indicator.

There you go. Most people who remanufacture cartridges shouldn't be doing so.
