Hp HP OfficeJet Pro L7680

HP L7680 all in one

I get a recurring alert:
"Ink Cartridge Problem; the following ink cartridges appear to be missing or damaged"

Two new sets of cartriges haven't solved issue. I remove/reinstall cartridges and the HP will print or copy, then the error message appears again. Any suggestions? Been through all the re-boot/repower therapies. Thank you
