Hp HP LaserJet 4

HP P3005 black background all over page horizontal

This printer is back that has horizontal blk lines all over complete page. Last month the problem with the printer was same black pages and also top bin full error. I repaired the top bin full problem and cleaned the printer completly out because it was so dirty inside so I assumed the tranfer must have shorted causing the black pages. It then printed great for about 4 weeks. Now that I have the printer again I have tried cleaning everything, checked the ground spots for the toner cart and transfer roller, replaced transfer roller, replaced toner cart, removed and cleaned the high voltage PS and cleaned grounds on the PCB. Does this sound like I just need to replace the HVPS?
Thank you for any suggestions.
If they're equally spaced black lines, that sounds like an engine test page. You weren't descriptive enough about the lines. Remember, we can't see them unless you were to post them on some site like http://imgur.com
