Hp HP LaserJet 4

HPLJ 4

I am getting a 13 paper jam 19 out of 20 times running a self test on hp lj 4, the paper is stopping one inch out of the fuser assembly. I inspected the gears (all 3 on the fuser assembly), I also tried the relief lever on the fuser assembly either position produces the same result, 13 paper jam with no real jam.
Any help?
That's the point where it should trip the optical sensor. Possibly a bad sensor flag arm on the back of the fuser. Possibly sticking up on top of the printer where the optical sensor is located. There's a picture of the optical sensor in our troubleshooting section.

I found the exit sensor (spring) that looks fine, the arm on the fuser is ok. I didn't find anything labeled an optical sensor, i'm probably looking right at it though.
