hp laserjet 1200 needs roller and wiper blade?

Hello, this is my first post here. I currently have an HP LaserJet 1200 printer that's printing dark streaks on one side of the page. Here is an image:

Anyway, I'd been putting off fixing it because I naively assumed that it was probably the photo drum, and I haven't had a large need to print anything recently. But finally, today I decided to sit down and look into it and it turns out that might not be the case. The photo drum has zero streaks on it, clean as a drum (ha!). However, I think I may have found the culprit. The roller that sits under the toner cartridge seems positively caked with toner. I took a few paper towels and wiped it a bit (not sure if that was a good idea or not) and the print quality has improved noticeably (although it's still terrible):

I need advice. Should I buy this:

Is it going to solve my problem? In my googling, I also came across a thing called a wiper blade, which supposedly helps keep the roller clean? Will I need to replace that as well? Am I completely wrong and barking up the wrong tree? All help is greatly appreciated. I'd really like to keep using this printer as I can't afford to buy a new one currently.
All you probably need to do is replace the toner cartrdige. The transfer roller which is in the roller kit and which you cleaned will not cause toner streaks. If defective it will cause toner voids. The reason for the excess toner is because the wiper blade inside the toner cartrdige has gone bad and the cartridge is leaking excess toner. Just replace the cartrdige.

Thanks for the quick reply. Good to know that it's probably just the toner cartridge. I'll replace the toner cartridge and let you folks know if it worked.
