Epson Stylus 740 Black not printing at all

I have cleaned the heads and the nozzles several times and I have uninstalled and reinstalled the drivers 3 times. I have opened and put in 2 Brand New Epson Black Ink Cartridges, to no avail....a costly venture. Also, why is that they say you cannot replace an ink cartridge once it has been removed, even if it is full of ink?
Epson Stylus printers do not measure the amount of ink in the cartridge.

They assume that when a cartridge is put in, it is brand new and full.
A counter inside the printer resets and counts how much ink you use. When the counter reaches a certain limit 'Ink out' is displayed.

If you put a half full cartridge in, the printer will use all of the ink and then continue to print on air which can damage the printhead.

You could try the head cleaning solution on this site.
