HP LJ 4+ 41.2 error constantly

I have an HP 4+ printer that give a 41.2 error when 2 inches of the front paper edge is filled with a black band of toner. There are some horizontal lines in the band, as well as some trailing black lines after the band. The paper never is fed into the fuser assembly and thus gives a 13 Paper Jam error message. Upon powering on the printer, the top exit rollers do not turn. Prior to when I started receiving the 41.2 error message, I took apart the printer and did a thorough cleaning of the parts and installed a new fuser assembly and toner cartridge. I've tried the old parts in the printer and still receive the errors. My guess is the DC Controller has failed since the exit rollers do not turn and the fuser does not turn.
Should I replace the the DC Controller and/or the laser/scanner assembly?
The laser scanner would be my first choice.
