HP Photosmart 8450

Why is it that I get a grayish haze over my photographs when using the photo cartridge? Without the photo cartridge, the haze is gone, but an outline around objects in the photograph can be seen. I always use HP Premium Plus Glossy paper, and have come to understand recently that HP uses a water-based ink, which I have noticed smudges easily and if gets wet, pictures are ruined. Are there any solutions to this problem? Are there other printers out there that have more durable ink?
