HP 670C flashing print

The top light on my printer flashes all the time, except sometimes when I first turn it on. When I turn printer on it makes the usual noises then (most of the time) the top light stops blinking (sometimes it blinks right from the soon as I turn it on). As soon as I try to print it starts blinking again. This should signify no paper but there is plenty.
I have tried printing a test sheet (no luck), from a command prompt (no luck). Cleaning the cartridges contacts (after I did this the printer took in and spit out one sheet of paper but didn't print anything and never did it again).
There are two cartridges.
Can this have something to do with paper feed???
Any ideas?

Clean the cartridge and carriage electrical contacts with a cotton swab and alcohol. Don't discount the possiblity that you have a defective cartridge even if it is new. Test the cartridges in another Deskjet 600 series. Many of them use the same cartridge set.

If the feed rollers are turning but not picking up the paper, clean them with a damp cloth. If that helps I suggest rubber rejuvenator.
