Apple LW 360 FishEye Defect

Hoping someone has a fix for this problem. On the LW 360, using either reman or OEM cartridges, we get a print defect that is referred to as a fisheye or a bunch of grapes. It is inconsistent between cartridges and tends to move on the page. No one has ever been able to tell me either how to fix it or what causes it. Any clues? Thanks in advance.
I've seen it on a few HP printers. It's a high voltage problem. I'd try cleaning the contacts and if that don't help, replace the HV power supply.
