HP LJ5L White Streaks

On my 4 year old LaserJet 5L, I had a label get caught in the toner cart while printing the other week and the toner cart leaked toner all over the inside of the printer. I replaced the toner cart since it was almost used up anyway and I now get a few white streaks on every printout with the new toner cart (it was worse before). Something must be blocked somewhere still. I took the pritner apart and vacuumed up the toner pretty good, but either I knocked some dust or toner into something unexposed.

Any suggestions on what to look at?

White streaks are caused by 3 things. Lack of toner in the cartridge. Something blocking the laser beam. Lack of high voltage at the charge transfer roller (this is the roller at the bottom of the printer). You don't want to touch the CTR with your fingers. It carries high voltage and fingerprint oils will cause shorting in the roller. The CTR would be my guess if toner dumped in the printer. I'd carefully pop it out and gently brush it or blow it with an air gun.
