According to the Repetitive image defect ruler for the laserjet 4 this is a bad primary charging roller which is part of the toner cartridge.

Once again many thanks for your quick and helpful reply. I will attempt the repair but have the suspision that a new cartridge would be best solution in the long term. Now I know what the problem is I can rest easy(ier!)
