LaserJet III Pickup Wheel

I've got a LaserJet III with a Paper Jam/ Paper pickup problem. Looking around, it seems the pickup wheel is usually the culprit, but I want to make sure.

I've taken off as much of the printer as I can to see what's wrong. What seems to happen is that the center pickup wheel (the soft one with the flat spot, not the two hard, free spinning ones on either side) stops as soon as the paper makes contact with it. It seems like the shaft also stops, but the gear on the side keeps spinning.
Will a new printer wheel assembelly fix it?
